Welcome Letter from the Community Associations Institute (CAI)
We are excited to tell you about a new development for our state of West Virginia. Finally, West Virginia will have its own CAI state chapter. After decades of having no say in Charleston and a lack of resources as the number of HOAs is multiplying, a state chapter has been desperately needed. No longer will West Virginia be the only state on the entire eastern seaboard to not have a CAI state chapter.
Although there have been previous failed attempts to help HOA members, none of them were a state chapter of CAI, the gold standard for the nation. For example, WVOHOA, could not pass any legislation within the decades since the eighties. WVOHOA issued a public statement on March 8, 2024: “WVOHOA does not have the structure, support staff or finances to comply with CAI's criteria”. West Virginia needs more, an organization that has the staff, financial resources and reach that CAI makes possible.
Upon final approval of the new chapter we will be able to have you be part of the local chapter unless you choose to stay with your current preference. As part of the new state chapter, you become a core member for building a great future.
Also, West Virginia also has a unique set of issues from other states that exacerbates the problems for its HOAs. A state chapter can successfully address these issues.
West Virginia does not have a statewide standardized functioning HOA standardized system.
CAI has no Legislative Action Committee in Charleston so without CAI leadership, WV has one of the weakest protections for homeowners of any state in the region.
There is no effective oversight of HOAs from fraud, gross negligence and mismanagement. Our neighborhoods often sink into disrepair or member’s money is often wasted.
WV counties do not own, maintain or have any formal say in roads within their jurisdiction. Usually, HOAs roads are HOA owned and maintained without the right of traffic enforcement.
In West Virginia, there is no required registration of HOAs with the Secretary of State. Without that, we can’t know how many and what type of HOAs are within the state.
Thanks so much for your membership in the National CAI and for being part of a new West Virginia.
